Uhh, yes a girl can have sex on her period, but it can get messy. Generally when a girl has sex on her period the orgasm is more intense for her.
Women are generally more horny while on their period. Ironically, most men stay away during that time too. I've had sex with my girlfriend while she is ragging. Her periods are always very light though. If you aren't grossed out by blood, go for it. Always use a condom for protection against pregnency and STDs, but even more importantly to prevent infections on your end that could occur from this.
